WEST40-BACKED BILL MAKES PROGRESS IN ILLINOIS LEGISLATURE

May 10, 2024

A West40-backed bill that would authorize the Illinois State Board of Education to make school construction grants available to regional offices of education and intermediate service centers has made it out of the House and has been placed on a Senate committee calendar for a third reading.

The third reading of HB5418 will cause a final vote. If it passes, the bill will head to the Governor’s desk. The Illinois legislature is set to wrap up their work before the Memorial Day weekend.

HB5418 amends the School Construction Law in provisions concerning school maintenance grants. Currently, only school districts and special education cooperatives established by school districts are eligible for the grants. But if the law is passed, regional offices of education and intermediate service centers would be eligible for the funding effective immediately.

Additionally, West40 remains hopeful that HB4800 will be included in the state’s budget implementation bill. HB4800 provides that in any fiscal year in which the State funding allocation is at or above $22,730,000, each alternative school program shall receive $100,000 for that fiscal year (instead of $30,000) plus a amount based on an educational region’s average student enrollment, rather than best three months’ average daily attendance.
